JCBL Statement Calling on Estonia, Latvia, Lithuania and Poland to Remain in the Ottawa Convention
Dear sir,
We, the Japan Campaign to Ban Landmines (JCBL), express our deep concern and disappointment at the Minister of Defense’s announcement of a recommendation for Estonia, Latvia, Lithuania and Poland to withdraw from the Mine Ban Treaty (Ottawa Convention).
Weapons systems, such as landmines and cluster munitions, are weapons that do not distinguish between combatants and civilians, combatants and children. These weapons will continue to exist long after the end of the war, even after the borders are redrawn, and even after political alliances change.
While the security concerns of these countries are legitimate, landmines are a weapon of the past. Landmines are banned by the majority of the world due to their humanitarian impact, as well as their lack of military utility.
These prohibited weapons do not serve as a deterrent to modern armies.
The JCBL calls on Estonia, Latvia, Lithuania and Poland to reflect on why they became parties to the MBT.
Security cannot be built on a system that perpetuates fear, relies on the arms industry, and unfolds cycles of violence.
We call on the international community, in particular Estonia, Latvia, Lithuania and Poland, to reaffirm their commitment to human security and humanitarian disarmament rooted in the protection of civilians and the dignity of their communities.
As peace promoters who address security concerns without abandoning humanitarian principles, we consider the decision to withdraw from the Ottawa Convention a setback in the global movement towards peacebuilding through international humanitarian law and dialogue.
Finally, we call on the four countries not to go along in unison and make hasty decisions, but to consider their security policies that put the safety of their citizens at the highest priority.
